NCDPHA Seeks Increased Funding to Sustain Expanded Health Services

THE National Capital District Provincial Health Authority (NCDPHA) is seeking increased government funding in 2027 to sustain expanded health services across Port Moresby, after years of budget allocations fell well below its assessed needs.

NCDPHA has submitted its 2027 annual budget to the Department of Treasury, seeking funding to maintain 24-hour health services, support new hospital operations and expand treatment capacity across the capital.

The authority said its appropriations over the past four years had averaged only 40 to 60 per cent of its assessed requirements, placing pressure on service delivery as patient numbers and health facilities continued to increase.

NCDPHA chief executive officer Dr Robin Oge said the 2027 submission reflected the actual cost of services already operating or planned for the city.

“This is a realistic and fully justified submission. Every kina requested is tied to a service our people are already using or are about to receive,” Dr Oge said.

The proposed budget includes funding for 24-hour operations at Metoreia Urban Health Centre, including birthing services, and the continuation of 24-hour services at Six Mile Polyclinic.

Six Mile Polyclinic is currently managing Category 3 and 4 cases to help reduce pressure on Port Moresby General Hospital.

Funding is also being sought to expand 24-hour services at health facilities in Morata, Gordons, Tokarara and Lawes Road.

The submission further provides for the operationalisation of the new Port Moresby South District Hospital, an extension at Gerehu Provincial Hospital for birthing and surgical services, an upgrade of the Emergency Department and construction of a new 20-bed tuberculosis ward at Six Mile.

NCDPHA said its services cater for more than 845,000 people across the National Capital District and Motu Koitabu areas, in addition to patients from neighbouring Central and Gulf provinces.

“We have opened new facilities and extended clinics to 24 hours because that is what the population of this city needs,” Dr Oge said.

“We are now asking the National Government to fund those services properly so that they are safe, sustainable and staffed.”

The 2027 budget submission has been endorsed by NCDPHA senior management and approved by its Board of Governance.

It is now awaiting consideration by the Budget Screening Committee.

NCD PROVINCIAL HEALTH AUTHORITY SUBMITS 2027 BUDGET TO EXPAND HEALTH SERVICES FOR PORT MORESBY

The National Capital District Provincial Health Authority (NCDPHA) has submitted its 2027 Annual Budget Submission to the Department of Treasury, with copies to other relevant State agencies.

The submission is built around the growing health needs of more than 845,000 people in the National Capital District and the Motu Koitabu areas, as well as the many patients who present at our facilities from neighboring Central and Gulf Provinces. NCD remains the most densely populated province in the country, and our health services must grow with it.

The 2027 budget captures the cost of running and expanding round-the-clock care across the city. It will fund 24-hour operations at the Metoreia Urban Health Centre, including birthing services, and at the Six-Mile Polyclinic, which is already relieving pressure on Port Moresby General Hospital by managing Category 3 and 4 cases. It also provides for the expansion of 24-hour services at Morata Clinic, Gordons Clinic, Tokarara Clinic and Lawes Road Clinic, the operationalisation and commencement of service delivery at the new Port Moresby South District Hospital, the Gerehu Provincial Hospital extension for birthing and surgical services and Emergency Department upgrade, and the new 20-bed TB ward at Six Mile.

NCDPHA Launches First-Ever Governance Charter to Strengthen Accountability

THE National Capital District Provincial Health Authority (NCDPHA) has launched its first-ever Governance Committee Charter and Terms of Reference, marking a major step towards strengthening accountability, transparency and good corporate governance across the organisation.

The document was launched in Port Moresby on Tuesday under the theme "Build Trust Together", providing a clear framework to guide decision-making, risk management and organisational leadership.

NCDPHA Chief Executive Officer Dr. Robin Oge said the charter establishes a consistent governance system that clearly defines responsibilities, reporting structures and accountability across the authority.

"It brings together our clinical, public health, corporate, finance, audit, risk and partnership responsibilities within one governance framework," Dr. Oge said.

"It establishes a clear committee structure, reporting lines, meeting procedures and standards for preparing agendas and information papers."

He said the document also includes practical tools for managing conflicts of interest, maintaining risk registers, recording decisions and monitoring agreed actions.

"Good governance does not simply mean having more meetings. It means having the right people consider the right issues, with reliable information, and then making timely decisions that are followed through," he said.

Dr. Oge urged managers and members of the executive and senior management teams to take ownership of the charter by applying its principles in their daily work.

"I expect our managers to read it, understand it and apply it. Come to meetings prepared. Examine the evidence. Ask difficult questions. Debate issues honestly and respectfully," he said.

"Declare conflicts of interest. Record decisions properly. Assign responsibility clearly. Most importantly, follow through on what has been agreed."

Dr. Oge said while patients may never know which committee approved a program or monitored its performance, they should experience the outcomes through better organised services, safer healthcare, timely medical supplies and responsible management of public funds.

"Let us bring this charter to life through our conduct, our decisions and our performance," he said.

Established in 2020, the NCDPHA described the Governance Committee Charter and Terms of Reference as the authority's first official governance document, setting the foundation for stronger leadership and improved health service delivery.
