The Vanishing Lifeline: ₱70 Billion Gone in Five Months

In the first five months of 2026, the government’s ₱70 billion subsidy for PhilHealth was consumed at an astonishing pace. Not stolen, but overwhelmed—drained by the sheer demand of millions of poor Filipinos depending on the promise of “no hospital bills.”
From January to May, PhilHealth spent ₱152 billion. Of this, ₱91.3 billion went to indirect contributors—53.2 million vulnerable citizens: senior citizens, persons with disabilities, solo parents, and 4Ps beneficiaries. The subsidy, meant to sustain them, was exhausted in less than half a year.
The roots of this crisis trace back to 2025, when Congress granted PhilHealth zero subsidy after diverting its excess funds to unprogrammed appropriations. Though the Supreme Court later ordered the return of ₱60 billion in the 2026 budget, the restored funds were insufficient to meet the mounting demand for healthcare.
To keep services alive, PhilHealth now relies on retained earnings and the premiums of direct contributors—ordinary workers who pay monthly dues. Yet this is only a temporary fix. Without stronger government support, the lifeline risks breaking.
On May 23, Dr. Tony Leachon filed a case before the Ombudsman against Executive Secretary Ralph Recto and other cabinet officials, charging them with technical malversation and plunder over the diversion and misuse of health funds. His action underscores a moral imperative: that the health fund must remain a sacred trust, untouchable and reserved solely for the Universal Health Care of the Filipino people.
This is not just a story of numbers. It is a story of accountability, of courage, and of a nation’s duty to ensure that no Filipino is denied care. The ₱70 billion that vanished in five months is a warning—and a call to protect the lifeline of health for all.
