Prof. Dr. Nighat Shah has consistently demonstrated these qualities by advancing maternal and fetal medicine, strengthening gynecologic oncology training, promoting multidisciplinary collaboration, and establishing specialized services that have improved the quality of care for countless women.

She is Teacher of thousands of medical students and hundreds of consultant gynecologists working in Pakistan and abroad. Not only she is great teacher and supervisor but above all, she is great human being. Apart from the fact , family she belongs to , which many people do not know, still she is very down to earth and so kind and humble woman ❤️

Her efforts in developing CPSP accredited fellowship programs, establishing infertility and early pregnancy units, collaborating with SIUT in urogynecology, and initiating maternal mortality review meetings reflect a lifelong commitment to excellence, innovation, and patient safety.
Beyond her remarkable professional achievements, she has mentored and inspired generations of doctors, leaving a lasting impact on Pakistan's healthcare system.

السلام علیکم،
میرا نام ڈاکٹر علی اسامہ ہے

میں یہ تحریر بہت بھاری دل کے ساتھ، مگر انصاف اور اپنے ساتھی ڈاکٹرز کی حمایت کی امید کے ساتھ لکھ رہا ہوں۔ مجھے امید ہے کہ میرے ساتھی، سینئرز، جونیئرز اور پوری ڈاکٹر کمیونٹی میری آواز بنے گی اور میرے لیے منصفانہ حل کے حصول میں تعاون کرے گی۔

11 جون 2026 کو، نشتر ہسپتال ملتان میں ہاؤس جاب شروع کیے صرف تین دن ہوئے تھے کہ ایک سوشل میڈیا کمنٹ کے معاملے پر میری ہاؤس جاب ختم کر دی گئی۔ اُس وقت ایم ایس، ڈاکٹر راؤ امجد صاحب نے مجھے ذاتی طور پر یقین دلایا تھا کہ جب معاملہ کچھ ٹھنڈا ہو جائے گا تو میری بحالی کے لیے کوشش کی جائے گی۔

پروفیسر ڈاکٹر مسعود الرؤف ہراج صاحب کی مخلصانہ کوششوں سے میرے کیس کا جائزہ لینے کے لیے اُن کی سربراہی میں ہاؤس آفیسر گریوینس کمیٹی تشکیل دی گئی۔

13 جولائی 2026 کو کمیٹی نے میرے کیس کا تفصیلی جائزہ لیا۔ کمیٹی کے اراکین میں پروفیسر ڈاکٹر مسعود الرؤف ہراج صاحب، ایم ایس ڈاکٹر سید احمر حسین صاحب، پروفیسر ڈاکٹر محمد اعظم خان صاحب اور پروفیسر ڈاکٹر مظفر عزیز صاحب شامل تھے۔

کمیٹی نے سرکاری طور پر درج ذیل امور کا مشاہدہ کیا:

- میں ایک نیا ہاؤس آفیسر تھا۔
- متعلقہ سوشل میڈیا پوسٹ میری ہاؤس جاب شروع ہونے سے پہلے کی گئی تھی۔
- مجھے متعلقہ سروس رولز اور اُن کے ممکنہ نتائج کا مکمل ادراک نہیں تھا۔
- میں نے اپنی غلطی کا احساس کرتے ہوئے متعلقہ پوسٹ ہٹا دی اور غیر مشروط معافی بھی جمع کروائی۔

تمام حقائق اور حالات کا جائزہ لینے کے بعد کمیٹی نے متفقہ طور پر میری بحالی کی سفارش کی۔ کمیٹی کی سفارش تھی کہ ہاؤس جاب ختم رکھنے کے بجائے مجھے وارننگ لیٹر جاری کیا جائے، مجھے اپنی ہاؤس جاب جاری رکھنے کی اجازت دی جائے اور آئندہ محتاط رہنے کی ہدایت کی جائے۔

اس فیصلے کے بعد میں اپنے جوائننگ آرڈر کا منتظر تھا تاکہ دوبارہ اپنی ذمہ داریاں سنبھال سکوں۔

تاہم، جوائننگ آرڈر جاری کرنے کے بجائے میرا کیس وائس چانسلر صاحبہ کو بھیج دیا گیا۔ میری معلومات کے مطابق، وائس چانسلر صاحبہ نے کمیٹی کی سفارش کی منظوری نہیں دی۔ ملاقات کے دوران مجھ سے پوچھا گیا کہ میں نے یہ کمنٹ کیوں کیا، اور مجھے بتایا گیا:

«“نشتر تمہیں دوبارہ بحال نہیں کرے گا۔ جاؤ اور کسی پرائیویٹ ہسپتال میں ہاؤس جاب کرو۔”»

اس کے بعد میرے ذہن میں صرف ایک سوال رہ گیا:

کیوں؟

میں نشتر میڈیکل یونیورسٹی کا گریجویٹ ہوں۔ میں نے پانچ سال محنت، قربانی اور جدوجہد کے ساتھ اپنا MBBS مکمل کیا۔ ایم ایس آفس کی جانب سے تشکیل دی گئی کمیٹی نے میرے کیس کا تفصیلی جائزہ لیا اور متفقہ طور پر مجھے ایک اور موقع دینے کی سفارش کی۔

اگر سرکاری طور پر تشکیل دی گئی کمیٹی کی متفقہ سفارش کو نظرانداز کیا جا سکتا ہے، تو پھر ایسی کمیٹی کے قیام اور اس کی سفارشات کا عملی مقصد کیا رہ جاتا ہے؟

یہ میرے لیے انتہائی تکلیف دہ ہے کہ ایک نوجوان ڈاکٹر کو چند لمحوں میں ہاؤس جاب سے فارغ کر دیا جاتا ہے، لیکن ایک متفقہ کمیٹی کی سفارش کے باوجود اس کی بحالی کا معاملہ کئی ماہ تک حل نہیں ہو پاتا۔

جب بھی میں ایم ایس صاحب سے ملاقات کرتا ہوں تو مجھے یہی کہا جاتا ہے:

«“VC Madam کو مناؤ۔”»

میں ایم ایس صاحب سے بھی چند مؤدبانہ سوالات کرنا چاہتا ہوں:

جب مجھے ہاؤس جاب سے ٹرمینیٹ کیا گیا، تو کیا اُس وقت وائس چانسلر صاحبہ کو اس فیصلے میں شامل کیا گیا تھا؟ کیا اُن کی منظوری یا رضامندی حاصل کی گئی تھی؟ کیا وائس چانسلر صاحبہ نے ایم ایس آفس کو مجھے ہاؤس جاب سے ٹرمینیٹ کرنے کی ہدایت دی تھی؟

اگر اُس وقت ایم ایس آفس نے اپنے متعلقہ اختیار کے تحت مجھے ٹرمینیٹ کیا تھا، تو اب میری بحالی کے معاملے میں میری فائل بار بار وائس چانسلر آفس کو کیوں بھیجی جا رہی ہے؟

جب میرا ٹرمینیشن آرڈر ایم ایس آفس کی جانب سے جاری ہوا تھا، تو پھر ہاؤس آفیسر گریوینس کمیٹی کی متفقہ سفارش کے بعد میری بحالی کا فیصلہ بھی متعلقہ انتظامی اختیار کے مطابق ایم ایس آفس کی سطح پر کیوں نہیں کیا جا رہا؟

ہر بار مجھے یہ کہہ کر واپس بھیج دیا جاتا ہے کہ:

«“VC Madam نہیں مان رہیں”
یا
“VC Madam کو مناؤ۔”»

میں مکمل احترام کے ساتھ یہ سمجھنا چاہتا ہوں کہ اگر ہاؤس جاب کے انتظامی معاملات اور متعلقہ اختیارات ایم ایس آفس کے دائرۂ کار میں آتے ہیں، تو پھر وائس چانسلر صاحبہ کی منظوری کو میری بحالی میں رکاوٹ کیوں بنایا جا رہا ہے؟

میں کسی ادارے، عہدے یا شخصیت کے خلاف نہیں ہوں۔ میری صرف یہ درخواست ہے کہ میرے کیس کا فیصلہ واضح قواعد، متعلقہ اختیار اور ہاؤس آفیسر گریوینس کمیٹی کی متفقہ سفارش کی بنیاد پر کیا جائے، تاکہ ایک نوجوان ڈاکٹر کا مستقبل غیر ضروری تاخیر اور غیر یقینی صورتحال کا شکار نہ ہو۔

گزشتہ دو ماہ سے میں ہر ممکن دروازہ کھٹکھٹا چکا ہوں۔ میں نے ہمیشہ احترام، صبر اور امید کے ساتھ اپنی بات پیش کی، مگر افسوس کہ میری کوششوں اور کمیٹی کی متفقہ سفارش کے باوجود میں آج بھی اپنی ہاؤس جاب سے باہر ہوں۔

یہ معاملہ صرف ایک سوشل میڈیا کمنٹ سے متعلق تھا۔ یہ نہ میڈیکل غفلت کا معاملہ تھا، نہ کسی مریض کو نقصان پہنچا، نہ کرپشن کا کوئی معاملہ تھا اور نہ ہی کوئی ایسا عمل جس سے مریضوں کی حفاظت یا طبی خدمات متاثر ہوئی ہوں۔

میں کسی سے یہ درخواست نہیں کر رہا کہ واقعے کو نظرانداز کیا جائے یا پیشہ ورانہ ذمہ داریوں کی اہمیت کم کی جائے۔ میری صرف گزارش ہے کہ تمام حالات کو مدِنظر رکھا جائے، میری معافی، اصلاحی اقدامات اور سرکاری کمیٹی کی متفقہ سفارش کو مناسب اہمیت دی جائے، اور مجھے وہ دوسرا موقع دیا جائے جس کا کمیٹی نے بھی مجھے مستحق سمجھا۔

اگر مجھے دوبارہ بحال نہ کیا گیا تو اس کے اثرات صرف ایک ملازمت کے ختم ہونے تک محدود نہیں رہیں گے۔ اس سے میری لازمی عملی تربیت مکمل کرنے کی صلاحیت، پاکستان میں میرے مستقبل کے طبی کیریئر اور میرے پیشہ ورانہ مواقع شدید متاثر ہو سکتے ہیں۔

میں اپنے بیچ N70، اپنے تمام ساتھی ڈاکٹروں، سینئرز، جونیئرز اور انصاف پر یقین رکھنے والے ہر فرد سے عاجزانہ درخواست کرتا ہوں کہ وہ میرے لیے آواز اٹھائیں اور میری بحالی کے لیے منصفانہ اور قواعد کے مطابق فیصلہ کرنے کی اپیل کریں۔

آج میرا کیریئر داؤ پر ہے؛ کل کسی دوسرے نوجوان ڈاکٹر کا مستقبل بھی اسی طرح غیر یقینی صورتحال کا شکار ہو سکتا ہے۔

انصاف میں تاخیر، انصاف سے محرومی کے مترادف ہے۔

میری صرف ایک درخواست ہے:

مجھے اپنی ہاؤس جاب مکمل کرنے، اپنی لازمی طبی تربیت جاری رکھنے اور بطور ڈاکٹر اپنی خدمات انجام دینے کا ایک منصفانہ موقع دیا جائے۔

Can not be called House officers

The recent notification issued by the Allied Health Professionals Council of Pakistan describes its graduates as House Officers and their supervised training as a House Job.

Notification was issued to attached colleges and universities that BS technology students should be given paid house job and interns should be called as house officers in teaching hospitals.

However, this terminology is not consistent with the healthcare systems of the United Kingdom (UK) , the United States (USA) , Australia or even Canada.

Internationally, graduates of allied health sciences are collectively known as Allied Health Professionals (AHPs). In clinical practice, they are identified by their specific professional titles rather than being referred to as house officers. In both the UK and the USA, the term House Officer (or Junior House Officer, Senior House Officer, Junior Doctor, Resident Medical Officer, or Resident) is used specifically for medical graduates ( MBBS doctors) during their early postgraduate clinical training in hospitals. It is not the standard designation for graduates of allied health professions.

In the UK, allied health professions are regulated mainly by the Health and Care Professions Council (HCPC). Common professional titles include Physiotherapist, Occupational Therapist, Dietitian, Radiographer, Paramedic, Podiatrist, and Speech and Language Therapist.

Similarly, in the USA, allied health graduates are recognized according to their respective professions, such as Physical Therapist, Occupational Therapist, Respiratory Therapist, Speech-Language Pathologist, Radiologic Technologist, Dietitian, and Physician Assistant. The U.S. Department of Labor categorizes these professions into therapists, technologists, and technicians based on their education, roles, and scope of practice.

It is same in Australia and Canada as well. So govt of Pakistan specially allied health professional council should correct this, as describing allied health graduates as House Officers and their supervised training as a House Job does not reflect the terminology commonly used in the healthcare systems of the UK and the USA.

We respect Allied Health Professionals and fully support their legitimate scope of practice. However, our discussion is about using accurate and internationally recognized professional terminology. Professional titles and training designations should reflect established standards and accepted clinical practice..

Lahore, July 27: Prof. Dr. Nadia Naseem has officially assumed the additional responsibilities of Vice Chancellor at the University of Health Sciences (UHS), Lahore. Her appointment follows a notification issued by the Specialized Healthcare & Medical Education Department, Government of Punjab, on July 21, 2026.
A distinguished academic and experienced university administrator, Prof. Dr. Nadia Naseem currently serves as Professor and Head of the Department of Morbid Anatomy and Histopathology at UHS. She has also successfully completed a three-year tenure as Pro-Vice Chancellor, playing an important role in the University's academic growth and governance.
Throughout her career at UHS, she has held several key leadership positions, including Registrar and Controller of Examinations, gaining extensive experience in academic management, examinations, and institutional administration.
Prof. Dr. Nadia Naseem graduated from Allama Iqbal Medical College, Lahore, and later earned both her MPhil and PhD in Histopathology from the University of Health Sciences.
With more than 120 published research articles, she has made significant contributions to medical research and education. Her work has been recognized through numerous national and international research grants, fellowships, and academic awards.
She assumes the office following the successful completion of the four-year tenure of Prof. Dr. Ahsan Waheed Rathore as Vice Chancellor of UHS Lahore.

We stand with the President of CPSP, who stated in his press conference that the decision is a gross injustice to Level IV candidates. The Government of Punjab should not make unilateral decisions on such important matters. Instead, it should consult the relevant medical authorities, especially the College of Physicians and Surgeons Pakistan (CPSP), which is the country's highest postgraduate medical training and examination institution.
Govt of Punjab should revsie their decision in largest interest of medical doctors in Punjab and facilitate them.

Remember, Level 4 induction ( Leve-IV / second fellowship) refers to the competitive selection process for advanced super specialty medical training in Pakistan, for doctors who already hold a basic postgraduate qualification. They Must hold a recognized Level-III qualification (such as FCPS, MS, MD, or equivalent).
