The criminal trial has ended, but the investigation into the safeguarding decisions made before baby Preston Davey’s passing is still underway.
Jamie Varley received a whole-life prison order, meaning he will never be eligible for release. John McGowan-Fazakerley received a 25-year prison sentence following convictions connected to Preston’s treatment.
Preston had been placed with the couple during an adoption process when he was nine months old.
Before his passing at 13 months, he had been taken to hospital several times. Healthcare professionals, adoption workers, social services and police had different pieces of information about his condition—but he remained in the home.
An independent local child-safeguarding practice review is now examining what agencies knew, how information was shared and whether opportunities to protect Preston were missed.
On July 15, the British government confirmed that it will consider the review’s eventual findings as part of wider reforms intended to identify risks earlier, improve cooperation between agencies and prevent vulnerable babies from being overlooked.
The review has not yet released its conclusions, so responsibility for specific institutional failures has not been formally determined.
