Phonics-only programs aren't wrong, they're just narrow.
At their best, phonics programs teach sound-letter rules and decoding strategies. That's valuable. But it assumes a student already has the underlying sound-processing skills in place, phoneme perception, phoneme production, phonological awareness, to build on.
For a lot of kids (especially many 5- and 6-year-olds), that foundation isn't there yet. So the phonics lessons don't stick, no matter how many times they're repeated. It's not a motivation problem or an effort problem, it's a foundation problem.
