Job Overview
The Assistant Executive Director oversees compliance, policy development, implementation, and re‑licensing across all service programs. This role collaborates with nearly every department and plays a central part in ensuring quality, compliance, and organizational alignment. The AED reports directly to the Owner.
Key Responsibilities
Policy & Compliance Leadership — Master and implement company policies, procedures, and Oregon Administrative Rules (OARs) for in‑home care (OHA) and Medicaid agencies (ODDS).
Regulatory Oversight — Ensure compliance with federal and state requirements, including planning, evaluation, and required reporting.
Strategic Policy & Advocacy/ Lead policy initiatives, systems change efforts, and advocacy work.
Stakeholder Engagement/Build and maintain partnerships with policymakers, community organizations, and coalitions.
Organizational Representation/ Represent HDE in public forums, committees, and coalitions.
Team Supervision/ Supervise HR & Compliance Specialists across multiple functional areas.
Quality Improvement Leadership/ Lead QI meetings, develop QI activities, and monitor their effectiveness.
Administrative Leadership/Serve as designated Administrator (in‑home care license) or Executive Director (Medicaid license) when the Owner is unavailable.
Occasional After‑Hours Support/Rarely respond to urgent employee calls outside regular business hours.
Requirements:
5 years of supervisory experience in I/DD, mental health, rehabilitation, social services, or related fields. or 2 years in these roles + a degree in a closely related field.
