There are many different types of cataract. A cataract is an opacity in the normally clear crystalline lens. Some are congenital, some are due to illnesses, ultraviolet radiation, medications, trauma, hereditary, aging. etc. When the cataract impacts vision the defective lens can be removed and replaced with a clear intraocular lens "cataract surgery". You do not have to wait for the cataract to become "ripe" but there is no urgency to perform surgery on a cataract that does not produce symptoms.
