On January 1, 2012, I launched my own practice, Matt Cohen and Associates. I did this in order to better serve my clients and to improve and expand the services I have provided in the past. These have included special education and other legal advocacy, risk management, policy consultation and related client services, as well as training that I have provided to countless individuals and families,

advocacy and professional groups, mental health and social service agencies and private practitioners for over thirty years.

CPS is chronically underfunded and often faces staff layoffs. CPS has also been facing the double whammy of declining enrollment and an increasing percecentage of students qualifying for special education. At the same time, the frequent changes in funding and staff reorganization create
confusion and inefficiency in the operation of CPS programs, causing problems for the staff, the students and the parents. Consistent, equitable
funding and management should be an ongoing priority.

The district laid off a similar number of central office and citywide employees last year as it faced a similar budget deficit.
