Meet Annette Wallace, recipient of our 2026 Helping Hands Public Service Award.

Annette coordinates the First CALL (Crisis Assistance and Local Linkage) Program, an innovative model serving five municipalities that has transformed how communities respond to mental health and substance use crises. Through a strategic call-screening and tiered response approach, mental health teams can respond independently to low-risk situations or partner with police and fire when needed.

The Helping Hands Awards recognize outstanding individuals and organizations that embody the Board's mission, have positively impacted the lives of people living with mental illness and/or substance use disorders, and/or helped to alleviate stigma and bring awareness to important behavioral health issues in Cuyahoga County.
