Dr. Alton Ochsner opened his own hospital after he was fired as head of Surgery at Tulane University. He was hired by the FBI and a consultant and then brought on a as a CIA asset by Rockefeller. When he was elected President of the American Cancer Society in October 1949 and served his term into 1950 he had Rockefefeller OSS liason Wild Bill Donovan installed as his handler.
During his time leading the Amercian Cancer Organization, William J. Donovan was the chairman of the board. Right after his term he began research into the polio virus and worked with Cutter Pharmaceuticals. Many MDs were taught to believe Ochsner utilized his national platform to aggressively warn the public about the rapidly accelerating dangers of cigarette smoking and its direct link to lung cancer. Few know that he injected two of his grandchildren with live polio virus and killed one and paralyzed the other. Because of this error the he began the original GAIN OF FUNCTION research on polio that gave us the first SV40 polio contamination that the CIA tried to kill Castro with using Lee Harvey Oswald as the CIA agent to deliver the bioweapon in Cuba in ci**rs.

Donovan who served alongside Alton Ochsner at the American Cancer Society is indeed Major General William "Wild Bill" Donovan, the famous World War I hero, founder of the Office of Strategic Services (OSS = pre CIA agency) during WWII, and the widely recognized "Father of Central Intelligence."

The relationship between Wild Bill Donovan and Allen Dulles (who later became the Director of the CIA and help kill JFK) was deeply intertwined through wartime espionage and institutional rivalry:
Boss and Subordinate: During World War II, Donovan ran the OSS and recruited Allen Dulles to serve as a top intelligence operative. Donovan appointed Dulles as the OSS chief in Bern, Switzerland, where Dulles famously orchestrated Operation Paperclip and Operation Sunrise, the secret negotiations for the surrender of German forces in Northern Italy.
The Blueprint for the CIA: After the OSS was temporarily dissolved after the war, General Groves tasked Allen Dulles, alongside other intelligence elites, to evaluate American intelligence operations. While Allen Dulles heavily relied on the institutional "central intelligence" model Donovan created, Dulles and his brother John Foster Dulles politically maneuvered around Donovan for Groves who was pushed outside of Washinton DC by Eisenhower. When the CIA was officially formed in 1947, Donovan was passed over for the leadership role, which eventually went to Allen Dulles in 1953.

Early Philanthropy: Long before WWII, in 1915, Donovan traveled to Europe as a member of a Rockefeller Foundation commission tasked with delivering food and milk relief to starving children in war-torn Poland. this was done to gain info on the Boleshviks working with the Rothschilds who eventually paid Trotsky to kill the Czar Nicolas.
Intelligence Turf Wars: During World War II, Donovan clashed bitterly with Nelson Rockefeller (who later became Governor of New York and Vice President).
Nelson Rockefeller was appointed by FDR as the Coordinator of Inter-American Affairs (CIAA), running intelligence and propaganda in Latin America. Donovan repeatedly tried to push his OSS spies into South America, leading to legendary arguments where Donovan reportedly threatened to throw Rockefeller out of a window during a dispute over their respective intelligence domains.
Rockefeller Center Headquarters: Despite their personal friction, Donovan’s intelligence operations were physically anchored in Rockefeller property where he could be controlled.
