URGENT!!! Sorry in advance for the long post, but this is important.
We received an urgent message from the Kentucky Association of Private Providers (KAPP), informing u that there is a proposed Medicaid rate reduction. Since the Legislature is not in session, this decision is solely in the hands of the governor.
Kentucky's 1915 (c) waiver programs support more than 20,000 Kentuckians with intellectual and developmental disabilities, brain injuries, age-related needs and other significant support needs.
Home ad community-based services allow individuals to remain in their homes and communities while avoiding unnecessary and costly institutional care
Waiver services are one of the most cost-effective service delivery models available through Medicaid and cost significantly less than institutional settings. (Approximately $300 per day v. $1,200 per day).
Waiver providers rely entirely on Medicaid reimbursement and so not have other revenue sources available to offset funding reductions. We might need to cut staff wages, or services. close services lines or even close entirely.
Most waiver reimbursement rates remain below the levels recommended by the Department for Medicaid Services' multi-year rate study.
We are already facing workforce shortages, capacity limitations, and increasing demand for services.
Additional rate reductions could result in staffing reductions, capacity limitations and increasing demand for services.
Loss of community-based services will force some individuals into more costly institutional settings, increasing costs to taxpayers while reducing the quality of life for those affected.
Thousands of Kentuckians are already waiting for services, with some families waiting for more than a decade for access to critical support.
