NJACP deeply appreciates Governor Mikie Sherrill joining governors from across the country in calling for the continued protection of the rights of individuals with disabilities to live, work, receive services and fully participate in their communities.

Her voice and New Jersey’s is especially important at this moment. In June, the U.S. Department of Justice’s Office of Legal Counsel issued an opinion questioning the longstanding legal framework supporting the integration mandate. In July, DOJ announced that it would no longer rely on its longstanding Olmstead guidance in enforcing Title II of the ADA. And now, in an August 31 court filing, DOJ, acting on behalf of HHS and alongside five states, is asking a federal court to strike provisions of the federal Section 504 regulations requiring services to be provided in the most integrated setting appropriate to the needs of individuals with disabilities.

Taken together, these actions have created significant uncertainty about the federal government’s approach to community integration at a time when we should be strengthening, not retreating from, our commitment to ensuring individuals with disabilities have meaningful choices about where and how they live.

New Jersey has long been a leader in advancing home and community-based services and creating opportunities for individuals with intellectual and developmental disabilities to live with greater independence, choice and inclusion. We cannot diminish that progress or turn back the clock. Community-based services make it possible for individuals to have homes, jobs, relationships and meaningful lives as part of their communities.

✅ WIN: NJACP Members as Job Creators.

This Labor Day, celebrates our member agencies as significant employers in communities across New Jersey and the incredible work they do to help individuals with IDD become part of our state’s workforce.

Through supported employment, job coaching, vocational training and other employment services, NJACP members help individuals build skills, earn a paycheck, contribute their talents and experience the independence and pride that come with meaningful work.

At the same time, our members employ thousands of New Jerseyans in careers dedicated to supporting others and strengthening their communities.

That’s workforce impact on both sides of the equation and something worth celebrating this .

🟣 Challenge: Recognizing providers as economic drivers.

Community providers are often discussed in terms of what services cost.

What gets far less attention is what they contribute to New Jersey’s economy.

NJACP member agencies are significant employers across the state, creating thousands of jobs, supporting local economies and building career opportunities in communities throughout the Garden State. And their economic impact extends even further.

Through supported employment, job coaching and vocational programs, providers help individuals with IDD enter the workforce, earn wages and contribute their talents to businesses across the state.

Providers don’t just deliver essential services. They create jobs, expand opportunity and strengthen New Jersey’s workforce and economy.

That contribution deserves to be part of the conversation.

🟡Forward Focus: Making the economic case for investment.

NJACP will be placing greater focus on demonstrating the economic and workforce impact of community providers across New Jersey.

Our member agencies don’t just make inclusion, independence and community life possible. They are employers, job creators and economic contributors, while also helping individuals with IDD enter and succeed in the workforce.

We want policymakers to understand the full return on investing in community-based services: investment in providers advances inclusion AND strengthens New Jersey’s workforce and economy.

That’s an impact worth measuring, telling and investing in.

Why are YOU proud to be a member of NJACP? 💙💛❤️

“The field of special services is equally rewarding and challenging. In our opinion, a quality DSP must be patient, loving, honest, reliable, and attentive to detail. Without those qualities, you cannot effectively improve the lives of the population we serve. A successful business/program must share those qualities and also be incredibly resilient, willing to incur risk/liability, informed on matters far outside its comfort zone, and generally fortunate enough to effectively navigate an unpredictable minefield of legislation, litigation, and regulatory oversight or overreach.

In 2025, we reached out to NJACP because our agency's leadership was drowning in uncertainty and anxiety over several factors largely outside our control. Our worries were entirely unrelated to running an effective program, which we believe most agencies are capable of despite legislators and state agencies; not because of them. After our first interaction with their leadership, we realized that NJACP offered the solutions, camaraderie, and peace of mind that we were missing as a lone wolf program. Their industry-specific insurance connections saved us a fortune. Their political involvement helped us stay informed and prepared for important updates and changes instead of remaining anxious. And their community of providers and administrators made us feel welcome and understood.
