SEPTEMBER 11, 2001
25 YEARS LATER

At 10:03:11 a.m. on September 11, 2001, United Airlines Flight 93 crashed near Shanksville, Pennsylvania after its passengers and crew fought back against the hijackers.

All 40 passengers and crew members were killed.

Twenty five years later, Guardian Training & Consulting remembers them and every life taken that day.

2,977 people were killed on September 11, 2001.

Among the first responders lost in New York were:

343 FDNY firefighters
37 Port Authority Police officers
23 NYPD officers
8 EMS personnel
1 New York Fire Patrol member

At the Pentagon, 184 victims were killed.

And then came September 12.

America came together.

Flags flew everywhere.

Strangers helped strangers.

First responders were honored.

Our military was supported.

For a time, we were not divided by politics, geography, or background.

We were simply Americans.

Some members of Guardian were already serving on September 11.

Some chose to serve because of that day.

Others continue to serve in different capacities.

But all of us were shaped by the courage, sacrifice, and heroism we witnessed.

At Guardian, Never Forget is more than something we say once a year.

It is an obligation.

We remember.
We honor.
We serve.

Never Forgotten.

Where is the line between private security and police authority?

Two men accused of posing as security guards are facing felony charges after Glendale Police say investigators discovered disturbing social media videos involving people being chased, detained, handcuffed, and allegedly threatened with fi****ms and Tasers.

ABC15 Arizona’s Jane Caffrey asked me to provide perspective on the role, responsibilities, and professional boundaries of private security.

As I told ABC15:

“If you’re in the job of security, your job is to secure a premises. When you start leaving said premises to chase after people, it’s problematic at best.”

What was particularly concerning was the apparent recording and posting of these encounters.

“You’re making wrongs and you’re celebrating actually using force on somebody. It’s distasteful, unprofessional, and unacceptable in our business.”

A uniform, firearm, badge, or tactical equipment does not create police authority.

Professional security requires training, judgment, restraint, accountability, and a clear understanding of the limits of one’s authority.

According to ABC15, both men face felony charges, including aggravated assault and impersonating a peace officer. The allegations will ultimately be decided through the criminal justice process.

Thank you to Jane Caffrey and ABC15 Arizona for bringing me in to discuss this important distinction.

What is a “ghost stop”?

I joined Joe Huizenga and Becky Lynn on KTAR’s Arizona’s Evening News to break down the term amid the investigation involving two former Phoenix Police officers.

There is an important distinction between legitimate law enforcement operations that may involve confidential information or specialized units and a completely undocumented traffic stop.

For a uniformed patrol officer conducting routine enforcement, there is no legitimate reason to deliberately keep a traffic stop completely off the books, fail to activate a body-worn camera, and leave the encounter undocumented.

We also discussed car-to-car radio channels, CAD communications, pretextual stops, criminal interdiction, accountability, and what evidence investigators may be able to recover.

And regardless of how serious the allegations are, the former officers have pleaded not guilty and remain presumed innocent unless and until proven guilty.

Accountability matters. Due process matters. Both can be true at the same time.

Testing in progress.

We recently received several products from Boar Products to put through our normal training and maintenance cycle at Guardian Training & Consulting.

Rather than giving an opinion after cleaning a gun once, we’re going to use them the way we use our equipment: over time, through high round counts, regular training, travel, heat, carbon buildup, and repeated cleaning and lubrication cycles.

We’ll be evaluating their Gun Cleaner & Lubricant, Tool Cleaner & Lubricant, and Gun Oil on all of our training fi****ms that see regular use in our courses and personal training.

No conclusions yet. That’s the point.

When Guardian recommends a product, we want that recommendation to come from actual use and experience - not simply reading what it says on the bottle.

Testing starts now. We’ll report back.

Always a Student, Sometimes a Teacher.

Some instructors spend their careers collecting certifications. Others spend their careers becoming better instructors. There is a difference.

Our friend and fellow fi****ms instructor Todd Fletcher of Combative Fi****ms Training, LLC recently wrote an article for American Police Beat that is worth the read, especially if you teach fi****ms or have any responsibility for developing other instructors.

Todd talks about something we believe strongly at Guardian. Being an instructor is more than putting on the shirt, earning another certification, or being able to perform the skill yourself.

You have to keep learning.

You have to keep training.

You have to be willing to question what you teach and why you teach it.

You have to surround yourself with people who will challenge you and make you better.

Most importantly, you have to remember that the class is not about you. It is about the student standing in front of you and whether they are better because you were their instructor.

Todd has also been a great friend to Guardian and to our Director of Training, Josh Logan. He has opened doors, made introductions, shared opportunities, and helped Josh grow within this industry.

That matters to us.

There is plenty of competition in the fi****ms training world. We would rather see good instructors support each other, challenge each other, share what they know, and raise the standard together.

That is how this profession gets better.

We are proud to call Todd a friend and colleague.

Take a few minutes and read his article. Then ask yourself a simple question.

Are you collecting instructor certifications, or are you actually becoming a better instructor?

Great article, Todd.

For many officers, becoming an instructor is a career goal. It’s a chance to pass along knowledge, help other officers become more capable and leave the profession a little better […]

Were there warning signs?

Phoenix Police has released the disciplinary histories of former officers Antonio Felix and Luis Vasquez Jr., who were fired and now face multiple felony charges stemming from an August 5 traffic stop.

Guardian Training & Consulting Co-Founder and Director of Training Josh Logan joined KTAR News 92.3 FM’s Arizona’s Evening News to analyze the newly released records and what they may, and may not, tell us about the allegations.

One of the key distinctions:

“There’s a difference between a mistake and a choice.”

Logan discusses previous body-worn camera and reporting violations, an unreported use of force during field training, progressive discipline in law enforcement, and when isolated policy violations can become a concerning pattern of behavior.

The conversation also addresses a larger question: Should Phoenix Police investigate allegations this serious involving its own officers, or should the investigation be handled by an outside agency?

And while questions have been raised about whether the allegations could indicate broader problems within the officers’ squad or precinct, Logan cautions against reaching that conclusion without evidence.

Investigate. Audit. Follow the evidence. Then hold the appropriate people accountable.

Do you think investigations involving alleged criminal conduct by police officers should automatically be handled by an outside agency?
