The 2026 Population Needs Assessment (PNA) provides a comprehensive analysis of the demographic, clinical and social factors shaping the health of CalOptima Health’s Medi-Cal population. The National Committee for Quality Assurance (NCQA) and California Department of Health Care Services (DHCS) require a population assessment in their Population Health Management (PHM) requirements to ensure health plans systematically identify members’ unique needs, risks and characteristics.
