National ADAPT Demands 2026

OUR HOMES, NOT NURSING HOMES!

Disabled people belong in our own homes and communities. We demand the care, accessible housing and civil rights that make freedom possible.

1 Protect Medicaid and expand home care

Reverse Medicaid cuts. Increase funding for Home and Community-Based Services (HCBS) and attendants so we can get the services, equipment and support

we need at home. Pass the HCBS Access Act. Make home and community services a required Medicaid benefit and strengthen the direct-care workforce.

Make Money Follows the Person permanent. Help disabled people leave institutions and stay in the community.

Expand Medicare home care. Support the Expanding Care in the Home Act to add personal care and expand other in-home services.

Pass the FAST Repairs for Wheelchairs Act. Remove unnecessary Medicare Advantage prior authorization barriers to wheelchair and complex rehabilitation technology repairs.

2 Make accessible and affordable housing a reality

Enforce Fair Housing protections. Protect disabled people from housing discrimination.

Implement and enforce the 21st Century ROAD to Housing Act. Expand housing supply, home repairs and accessibility modifications.

Protect our Olmstead rights. Defend our right to live in the most integrated setting and retract federal policies or guidance that undermine it.

3 Protect immigrants and attendants

Disabled people are immigrants, too. Immigrant attendants help make independent living possible. Immigrant rights and disability rights cannot be separated.

Stop deportations and targeting of immigrant attendants, disabled immigrants, families and community members.

Stop policies rooted in racism, ableism and eugenics that treat disabled people and immigrants as disposable.
