Joseph Riggs

Died - July 28, 1877
Joseph Riggs was born on July 2, 1796, to Stephen and Anne Baird Riggs. As a child, he lived in Amity, Pennsylvania, with his parents and ten siblings. The family moved to Steubenville, Ohio, and later to Sardinia, Ohio, where both parents are buried.
In August, 1817, Joseph went to visit his uncles, James and Moses Baird, in Adams County. While there he was offered a position as the clerk of the West Union Bank, which he accepted. He traveled by flat boat to Manchester and started work at the bank.
While living in West Union, he frequently borrowed the fine horse of his friend, George Fitzgerald, to travel to North Liberty to court Miss Rebecca Baldridge. They were married on December 8, 1819, the same year he was elected cashier of the West Union Bank.He served as the cashier for four years.
He was appointed auditor of Adams County in 1824. Mr. Riggs was an accomplished surveyor, but it is not known how he acquired this skill. While in office, he made a connected survey of all the lands in Adams County, and the map was used until it fell apart.
He resigned his auditor position in 1831, to become the State Senator from Adams and Brown Counties. He moved to Portsmouth, Ohio, in 1837, and resided there for the remainder of his life.
He opened a general store in the city, and operated it for many years. He was said to have been an excellent businessman.
He was elected to City Council in 1838. He was elected Recorder and served as Scioto County Surveyor. He was on the committee to secure an Armory in Portsmouth, and he was on the first Infirmary Board.
In 1860, he engineered the construction of the “tow path” from the city of Portsmouth to Union Mills, and charged $70.00 for his services. In 1867, he was the president of City Council and was responsible for most of the city ordinances and general legislation during his time there.
These words were written about Joseph Riggs after his death, “He was a public spirited citizen, and was so recognized. He was a just man, a consistent Christian, and a most valuable citizen.”
Rebecca Baldridge Riggs died on April 3, 1862, and Joseph Riggs died on July 28, 1877, at the age of 81. They were the parents of twelve children.
They are buried in the Evergreen 4 section near Grant Street.
