Got a gift card in the mail today from the hospice doctor of one of our residents who was recently discharged from hospice after being on service for 13 months, and honestly, it made my day. My heart feels so full and grateful.

Moments like this are such a good reminder that the care we provide really does matter. We always try to treat our residents like family — with compassion, patience, dignity, and love. It’s never about gifts or recognition, but it means so much to know that someone noticed the care and dedication our team puts in every single day.

This kind gesture just motivates us even more to keep giving our residents the loving, compassionate care they deserve. I’m so thankful for our incredible team and for the trust families and healthcare providers place in us. Little moments like this are a big reminder of why we do what we do.

When residents help choose their meals, they maintain a sense of independence and control over their daily lives. Familiar routines like picking out ingredients or helping prep a favorite dish can spark memories, encourage conversation, and support cognitive engagement.

It also creates meaningful moments—sharing stories in the grocery aisle, laughing while chopping vegetables, or simply feeling part of a team again. These small, everyday activities can reduce loneliness, boost mood, and strengthen a sense of belonging.

Subject: Urgent Request to Pause HCA Incontinence and Urinary Supplies RFP (2025HCA15)

Dear Washington State Legislators and Health Care Authority Leadership,

We are writing as Adult Family Home providers, community-based care providers, and small businesses serving some of Washington’s most vulnerable residents.

We respectfully urge immediate legislative review and a pause of the Washington State Health Care Authority’s Mail Order Incontinence and Urinary Supplies Request for Proposal (RFP 2025HCA15).

According to HCA’s published solicitation, this procurement is moving forward now, with an estimated implementation date of January 1, 2027. (Washington State Health Care Authority)

This raises serious concerns.

At present, providers remain deeply concerned that the product structure, reimbursement methodology, and long-term operational impact on community-based care settings have not been sufficiently clarified in the legal and policy framework that governs provider reimbursement and service delivery.

Moving forward with a statewide procurement before these issues are fully addressed creates significant risk for:
• Adult Family Homes
• small medical supply businesses
• community providers
• vulnerable Medicaid clients
• continuity of care across Washington State

If small providers and local companies lose a substantial portion of their revenue, many may be forced to reduce services, stop admissions, or close entirely.

This would directly impact the residents and clients who rely on timely access to medically necessary incontinence and urinary supplies.

We ask the Legislature and HCA to:
1. Pause and pull back the current RFP
2. Provide clear legislative and reimbursement guidance
3. Engage providers and stakeholders before implementation
4. Assess the impact on small businesses and care settings
5. Protect continuity of care and client choice

This is not simply a procurement matter.

This is a statewide policy issue affecting access to care, provider stability, and the long-term capacity of Washington’s community care network.

We respectfully ask for immediate action and transparency.
