Board Member Spotlight: Anne Brown, RRT, Marketing Chair

Meet Anne Brown, a Registered Respiratory Therapist who has dedicated more than 25 years to caring for patients in intensive care units, and emergency departments. After graduating as a Registered Respiratory Therapist in 1998, Anne earned her degree in Business Administration from Wilmington College and later served as an adjunct respiratory therapy instructor at Delaware Technical Community College, helping educate and inspire the next generation of healthcare professionals.

In 2017, Anne transitioned into hospice care with AccentCare Hospice, where she continues her mission of advocating for compassionate, patient-centered care for Delaware residents.

“I have personally been faced with several advance care planning discussions in life, and despite being a clinician myself, I felt lost. How can we advocate for ourselves or our loved ones if these conversations are always pushed aside? Too often we wait until it’s too late to discuss our wishes and how we want to live when faced with serious illness. Sharing our wishes with loved ones and healthcare providers truly sets the tone for receiving the care we deserve. It is a great privilege to be part of a coalition that advocates every day for the people of Delaware.” — Anne Brown

Advocacy is one of Anne’s greatest passions, but she says her family will always be her greatest joy.

“There is no greater gift than my family.”

When she’s not advocating for patients and families, Anne enjoys photography, gardening, and capturing the beauty found in everyday moments.

Meet Theresa (Terry) Latorre-Tegtmeier, DNP, APRN, NP-C, Our President

Terry graduated from DTCC with her Associate Degree in Nursing and earned her Bachelor of Science in Nursing from Wilmington University. She went on to receive her Master of Science in Nursing from Drexel University, followed by a Doctor of Nursing Practice degree from Wilmington University.

Professionally, Terry is a nurse practitioner on the Bayhealth Palliative Care team. She started the department 11 years ago as a solo clinician, and it has since grown to a team of five clinicians. Her team cares for both inpatient and outpatient clients.

Terry says it is an honor to serve on the Board of the Delaware Quality of Life Coalition. Her goal is to make advance care planning conversations a normal part of dinner table discussions.

“We don’t know when we may lose the ability to make medical decisions for ourselves, and sharing our wishes with family takes that burden off them. Taking the next step to write those wishes down helps solidify your goals, and we can help you with that!”

For fun, Terry enjoys going to the beach, reading, hiking, playing pickleball, and completing LEGO® sets. Pictured is her family—the reason behind everything she does and her “why.”

Meet Dr. Matthews our Secretary/DMOST-Co-Chair

Sarah Matthews MD completed medical school at Jefferson, Family Medicine residency at Family Health Centers of San Diego, and Hospice & Palliative Medicine fellowship at UCSD. She is Section Chief of Supportive & Palliative Care at ChristianaCare, where she practices inpatient Palliative Medicine. Dr. Matthews is the Program Director of the ChristianaCare Hospice & Palliative Medicine Fellowship.

Dr. Matthews was drawn to Palliative Medicine from a desire to treat patients as a whole person, learn what is most important to them, and support them through some of the most difficult moments in their lives. She states, "I love that Delaware Quality of Life Coalition brings together like-minded individuals in our state to spread awareness, celebrate our field, and make positive change in our communities. The improvements we are now making with the DMOST program would never have been possible without DQOLC."

When not advocating for so many, Dr. Matthews is getting out into nature! You can find her paddle boarding with her family at Lum’s Pond.

Meet Casey Sullivan, DMin, BCC-PCHAC, CPHQ: Our DQOLC Webmaster

Casey is a board-certified chaplain with advanced certification in palliative care and hospice. Casey works with the inpatient palliative care team at ChristianaCare and volunteers with DQOLC, the Humanist Society, and Adopt a South African Preschool. Casey values the way that DQOLC encourages everyone to think about the things that matter most to them in their lives and talk with their family about how they want to live a meaningful life from start to finish. When not working, Casey enjoys listening to Dungeons & Dragons and other actual-play role-playing game shows, such as Dimension20.

Meet our Immediate Past President/DMOST Co-Chair: Dr John Goodall, MD, FACP, FAAPM

Dr Goodill recently retired from a long career practicing Pulmonary/Critical Care and Palliative Medicine in the Wilmington,
De area. He started the Supportive and Palliative Care Program at CCHS in 2004. He was instrumental in the passage of the
DMOST statute in 2015 and its implementation with DAM and DQOLC since then. He is the immediate past president of DQOLC a member of the DMOST committee in DHCC/
DHSS and the state representative to National POLST Collaborative.

Dr Goodill expresses: "The DQOLC has been focused on improving the quality of life for all Delawareans in the final phase of life for the past 25 years. This small non profit has been the networking and support organization for the hospice and palliative care community in Delaware. They have been a source of education, information, advocacy to improve end of life medical care here in Delaware. DQOLC helped establish the DMOST committee in DHSS and is now the vendor for statewide education/training related to ACP/DMOST. DQOLC has also hosted the annual excellence awards dinner for the hospice/palliative care community for the time it has existed. DQOLC has done some good work over the years and there is still much to do in the future. We need to continue to find ways to engage with people interested in helping all Delawareans to live as well as they can for as long as they can."

When he's not championing quality of life initiatives, Dr. Goodill enjoys catching a Chesapeake Bay sunset aboard his beloved sailboat, Rhapsody.
