If you’re a BCBS beneficiary, I encourage you to contact BCBS and ask why private outpatient lactation services are not covered. While many families receive lactation support in the hospital, ongoing outpatient care is often essential to help parents meet their breastfeeding goals.

You can also ask why International Board Certified Lactation Consultants (IBCLCs) are not able to become in-network providers. Families deserve access to specialized lactation care without unnecessary financial barriers.

The more members who speak up and ask these questions, the more likely
meaningful change can happen
for breastfeeding families

As a lactation consultant, I often meet mothers who wonder why breastfeeding seems so challenging despite their best efforts. One possible reason is a condition called Insufficient Glandular Tissue (IGT), which affects an estimated 1–5% of lactating women.

Glandular tissue, the milk-producing tissue in the breasts, develops primarily during puberty and pregnancy. When there is inadequate development of this tissue during these important stages, it can result in IGT and make it difficult to produce a full milk supply.

IGT occurs when the breasts do not develop enough milk-producing glandular tissue. Because of this limited glandular storage capacity, moms with IGT may not be able to produce a full milk supply, no matter how hard they work at breastfeeding or pumping.

If you have struggled with low milk supply, please know that you are not alone. Every drop of breastmilk is valuable, and feeding your baby is about so much more than the amount of milk you produce.
