Like many Ohio families, we are deeply concerned about the proposed family caregiver restrictions being considered as part of Sub. HB 735.

At SafeHaven Care Services, we believe families are not the problem. Parents, siblings, grandparents, and other loved ones have spent years—often decades—providing care, support, advocacy, and stability for the people they love. They are the foundation of Ohio's long-term care system, not a source of fraud to be eliminated.

We understand that many families are feeling scared, frustrated, and uncertain about what the future may hold. Some have even been led to believe that if this proposal becomes law, their only option will be a group home or institutional setting.

That is simply not true.

What *is* true is that being a paid caregiver and being involved in care are NOT the same thing. Even if laws change regarding payment, no legislation can take away the role of a parent as advocate, decision maker, support system, and expert on their child's needs.

While we continue to advocate for family-centered care and oppose policies that unnecessarily separate families from reimbursed caregiving roles, we also want families to know that there are other service models and support options available. Shared Living is not the only option, and institutional placement is not the only alternative.

SafeHaven is already working with families across multiple Ohio counties to develop creative, person-centered solutions that keep families actively involved in their loved one's care and support system. Every situation is unique, and the available options will depend on individual circumstances and the final language of any legislation that may be enacted.

No matter what happens, our commitment remains the same:

We will continue to fight for family-centered care.

We will continue to help families understand their options.

We will continue to support individuals in remaining in their homes and communities whenever possible.

We will continue to stand beside the families who have dedicated their lives to caring for their loved ones.

Families should never be made to feel that they must choose between financial stability and keeping their loved one at home.

We are monitoring this legislation closely and will continue to provide updates as more information becomes available.

This invasion of privacy will do absolutely nothing to help prevent fraud at the end of the day. EVV doesn't prevent fraud in and of itself either. It can all be faked, manipulated, and doctored.

To our independent providers, family providers, and anyone facing recertification over the next several months:

We know there is a lot of uncertainty right now surrounding the provider application moratorium and what it may mean for your future, your income, and most importantly, the people who depend on you every day.

If you are unable to move forward with certification, renewal, or recertification because applications are not being accepted, SafeHaven Care Services wants you to know that you are not alone in this.

We are opening our doors to providers and family caregivers who need a way to continue supporting the individuals they care for while this situation unfolds. Our goal is to provide employment opportunities for as long as needed, until applications reopen and approvals can move forward again.

We especially want families to know that we understand the value of consistent, trusted care. We know many individuals thrive best with the people they already know and feel safe with. Preserving those relationships matters.

We are committed to supporting both providers and families through this difficult and uncertain time, and we will work to keep compensation as close to independent provider rates as possible whenever feasible.
