The State of Wisconsin Joint Legislative Council has appointed Nathan Popp to serve as a Public Member of the Legislative Council Study Committee on Cemeteries. Headed by the president of the Senate and speaker of the Assembly, the Wisconsin Join Legislative Council is a nonpartisan agency providing legal services and policy research for lawmakers in preparation for their next legislative session. The study committee on Cemeteries will focus on updating and clarifying statutes that regulate cemetery abandonment, private noncemetery burials, and to recommend mechanisms providing statewide standardized guidance of said regulations. As written, the current statutes direct abandoned or neglected cemeteries (cemeteries no longer managed by an organized association or being able to provide basic perpetual care) to become the responsibility of the local municipality. With increasing numbers of rural cemeteries unable to be sufficiently maintained, townships statewide are faced with the legal obligation of taking on the effort and expense necessary for adequate care. Likewise, municipalities are facing challenges with burials on private property not being adequately recorded, with county or town ordinances varying greatly from one to another. Any land where human remains are buried outside an organized cemetery (private property) is considered a burial site overseen by the Wisconsin Historical Society. Inconsistent reporting and regulation are causing issues with grave disturbance, public access and property tax assessment; all problems having long-term and widespread consequences affecting local municipalities. The study committee is tasked with recommending mechanisms for providing guidance within state statue, written concisely in language clearly understood, addressing the abandonment of cemeteries and the burial of human remains on noncemetery property. Nathan was selected to serve on the study committee as a public member because he represents an interest in the topic with relative knowledge and specific expertise of the subject.

However, you say it, that is how long Nathan Popp has dedicated his life to the service of others as a licensed funeral director. He began his career as a part-time funeral assistant in 1992, eventually graduating Magna Cum Laude from Worsham College of Mortuary Science near Chicago and being accredited as a licensed funeral director in 2001. Nathan was a funeral home employee for many years before realizing his ultimate dream to operate his own independent establishment by purchasing the Thorson Funeral Home outright in 2021. Under his leadership, Popp Funeral and Cremation Services cares for many area families and has received numerous awards for service quality and professionalism. In recognition of this important milestone, the Wisconsin Funeral Directors Association honored Nathan at their convention this past month with a plaque presentation and a round of warm wishes.
