What lessons can supervisors learn from regulatory sandbox experiences across geographies? Drawing on CGAP’s review and discussions with supervisors through the CGAP–A2ii Learning Circles, our latest blog offers seven insights.

The broader lesson is that the value of a sandbox is not the protected space it creates, but the decisions it enables about which innovations deserve a path to scale — and under what conditions.

Over 70% of smallholder farmers' financing needs (around $230 billion) remain unmet. More wholesale capital is flowing into agricultural finance, but it isn't translating into better services on the ground. 🌱

The reason? Retail finance hasn't kept pace. The financial products and services that local institutions provide directly to farmers are often poorly structured for agricultural realities, and that limits uptake and impact.

Our video explores this overlooked bottleneck and what it will take to address it. ⤵️

What happens after a financial institution agrees that serving women better matters?

Lasting change in women's requires shifting how people see, and then doing the harder work of changing what they do.

Early lessons from CGAP's collective action work in and suggest that coalitions can help get there: not only by building consensus at the systemic level, but by actively supporting institutional transformation — helping teams, securing senior backing, turning commitment into action.
Collective action, if designed well, can be a vehicle for institutional change — not just coordination.

🔍 Financial inclusion funding is an evolving landscape.

Since 2008, CGAP's Cross-Border Funder Survey has provided important data and analysis on funding flows for financial inclusion. This research showed that financial inclusion objectives have historically been supported by a pool of traditional international funders, comprised largely of public funders, philanthropy, and impact investors.

CGAP’s most recent research, however, identified 2,015 "new" funders of financial inclusion beyond this traditional pool, and highlights opportunities to scale solutions and drive development outcomes in new ways.

Our work highlighted four key findings:

📈 The financial inclusion funding landscape is wider than we thought
📍 Funding is more local than previously recognized
⚠ With new opportunities come new risks
✅ Understanding and engaging with this “new” funding landscape requires action

For impact investors, measuring outcomes is essential.

Financial inclusion investments must go beyond outputs to show real improvements for end beneficiaries. CGAP identifies four priorities that can help: build shared understanding, overcome operational challenges, integrate outcomes into decision-making, and make data transparent. Together, these steps align stakeholders across the investment chain and strengthen accountability.

💡Innovation is transforming how people access and use financial services. But without intentional leadership, it can widen gaps rather than close them.

CGAP’s new working paper explores what it takes for regulators to guide innovation in ways that strengthen financial inclusion. The research highlights five elements that have shaped successful innovation journeys around the world, including Singapore’s rise as a fintech hub: a clear vision, strong leadership signals, an innovation-ready organizational culture, active engagement with industry, and a mandate interpreted with purpose.

Together, they form a foundation for vision-guided regulation that enables innovation to serve people more effectively.
