Center for Connected Health Policy

Center for Connected Health Policy CCHP is the federally designated National Telehealth Policy Resource Center.

We actively research & analyze telehealth policy issues, engage influential public & private sectors through analyses & reports, and provide key policy resources nationwide. Telehealth expands access, particularly among underserved communities, and improves the efficiency and cost effectiveness of health care systems. With these benefits in mind, CCHP:

Promotes policies that expand telehealth pro

gram adoption;
Conducts objective research and policy analysis;
Develops nonpartisan policy recommendations;
Serves as a state and national resource on telehealth policy issues. In its work as the federally designated National Telehealth Policy Resource Center (NTRC-P), CCHP provides technical assistance to twelve regional telehealth resource centers (TRCs) nationwide. The NTRC-P project is made possible by Grant from the Office of the Advancement of Telehealth, Health Resources and Services Administration, Department of Health and Human Services.

A telemedicine-based diabetes clinic serving incarcerated men in Illinois produced clinically significant reductions in hemoglobin A1c (HbA1c) and improvements in several standard-of-care measures over 18 months, according to a quality improvement study published in JAMA Network Open.

An 18-month Illinois pilot linking prison clinicians to endocrinologists via telehealth achieved a mean HbA1c reduction of 1.6 percentage points across 115 incarcerated men with diabetes.

Colorado Gov. Jared Polis signed an EMS reform law that allows Colorado Medicaid to reimburse EMS agencies for care provided without transporting patients to a hospital. The Emergency Medical Services Association of Colorado said in a press release that the change covers treatment in place, telemedicine-supported care and transport to alternative destinations when clinically appropriate. Currently, EMS agencies are generally reimbursed only when a patient is taken to a hospital emergency department.

A New Way to Bill for Medical Services: CMS Changes the Process for FQHCs/RHCs, Not the Policy

CMS directs that medical services provided by an FQHC or RHC via telehealth, effective October 1, 2026, shall be billed using the appropriate Current Procedural Terminology (CPT) or Healthcare Common Procedure Coding System (HCPCS) code instead of G2025.
