The Medical Device Manufacturers of South Africa (MDMSA) is thrilled to announce the appointment of Ms. Victoria Blackbeard to the MDMSA Regulatory & Skills Development Committee!

Why are Regulatory Standards & Skills Development vital for SA’s growth?To grow our local medical manufacturing industry and achieve the goals of the National Development Plan (NDP) 2030, South African medical products must meet strict international quality standards.

At the same time, we must train and empower local engineers and quality specialists with the skills needed to build these advanced technologies right here at home!

Victoria holds a Chemical Engineering Honours degree from UCT and a Master’s in Bioscience Enterprise from the University of Cambridge, serving as Head of Regulatory Affairs and Quality at Southern Implants.

Her expertise in global compliance (ISO 13485, MDSAP) and product commercialisation makes her the ideal leader to drive both regulatory excellence and skills development for our sector.

As Centre Manager at the CSIR and a PhD graduate from KU Leuven, Dr. Govindaraj is a pioneer in synthetic biology, precision medicine, and bionanotechnology.

His vision is to drive advanced synthetic biology and precision medicine technologies directly into South Africa's medical device industrialisation pipeline boosting local manufacturing, creating high tech jobs, and advancing the National Development Plan (NDP) 2030.

MDMSA was thrilled to participate in a special delegation visit to local manufacturing champion Southern Implants, hosted by Stuart Blackbeard.

We were privileged to host Deputy Minister John Steenhuisen and Ms. Gillian Christians from the dtic (Department of Trade, Industry & Competition), Mr. Kenny Tenza from the DSTI (Department of Science, Technology & Innovation), and Ms. Cynthia Jacobs from TIPS.

It was fantastic to be joined by Mr. Scott de Oliveira from SAMED, representing the medical technology import sector.

Seeing local manufacturers, importers, and national government departments working hand in hand proves that we can achieve the National Development Plan (NDP) 2030 vision together.

As Founding Director of ShonaquipSE, Ms. McDonald is a pioneer in inclusive MedTech.

She leads a SAHPRA licensed, ISO 13485 certified, and FDA registered manufacturing facility that produces world class, context responsive wheelchairs and posture support devices.

Meet Cassandra Chetty !

Bringing exceptional technical rigor and academic excellence to the sector, Cassandra is positioned to drive local manufacturing capabilities forward.

Current Professional Role: Design Engineer at Southern Implants, focusing on pre-clinical research, design feasibility, and medical device development.

Academic Credentials: Holds an MSc in Biomedical Engineering (Cum Laude) from the University of Bern and a BSc in Mechanical Engineering from the University of KwaZulu-Natal.

Core Expertise: Specializes in medical device development, experimental design and validation, academic research, and technical documentation. Strategic Vision & NDP 2030 AlignmentCassandra’s strategic vision is to establish South Africa as a leading continental hub for medical device manufacturing through targeted regulation, industrial development, and active localisation.

Under her leadership, the committee will focus on:

Advancing policies that strengthen the market competitiveness of local manufacturers.
