National servicemen were conscripted in the 60s for Vietnam. Some deployed to Vietnam, but also some didn't. Both equally had no choice to join. Both equally had to leave families to join, train and served.

Now there's a few hundred still alive—men in their late 70s and 80s—who get no Gold Card simply because they didn't get on a plane.

Same conscription. Same sacrifice of choice. Totally Different outcome.

Is that fair?

If you want more "health" at all levels in your town/region make sure you fill out your Census (if you havent done it already). Last census was not super accurate due to the tail end of COVID and it will be very interesting to see the new numbers come from this one.
