Kelli brings extensive experience across mental health, substance use, and wellbeing strategy, with a background spanning clinical, post-secondary, and workplace settings. Her work is grounded in real-world clinical practice and a deep commitment to amplifying lived experience, translating human stories into meaningful insights, and advocating for more compassionate systems of care.

As more organizations look to expand access to mental health support through population health programs, Kelli works closely with our partners to help ensure those initiatives are meaningful, engaging, and designed around the needs of the people they serve.

When she's not at work, you'll find Kelli on her bike, on her yoga mat, or spending time outdoors, as a lifelong athlete that loves challenge, resilience, and feeling grounded through movement. 🚴‍♀️

“Measurement-Based Care (MBC) helps us deliver better care.”

At the Openminds conference earlier this year, we were joined by Jennifer Nadeau, CSW, Senior Vice President of Child & Family Services at Community Health Resources, for a Lunch and Learn session on the impact of MBC.

Jennifer shared how MBC has helped CHR stay closely attuned to how clients are really doing throughout care and ensure services remain responsive to their needs. With MBC at the heart of their practice, clinical teams are better equipped to recognize changes in symptoms, identify when additional support may be needed, and make more informed treatment decisions.

MBC has helped create a more transparent and collaborative care experience, empowering both clients, clinicians, and leadership a clearer understanding of progress.

What does Measurement-Based Care look like in Psychiatric Rehabilitation Programs (PRPs)?

Partnership Development Group (PDG) is leading the way in Maryland by demonstrating how consistent, structured measurement can support earlier identification of risk, stronger care coordination, and more tailored clinical decision-making.

The results:

- ~35% reduction in psychiatric ED visits and inpatient incidents
- High engagement across 480 clients and 4,700+ assessments
- 95% of clients showing stability or reliable recovery on the PHQ-9

The recent PowerNET conference, hosted by the Network of Jewish Human Service Agencies, saw conversations focused on how organizations can incorporate measurement into care delivery to both strengthen quality and clearly demonstrate impact.

Throughout the week, there was a strong focus on outcomes, staff capacity, and sustainable service delivery. Almendra Mesones and Kevin Kim, two of Greenspace’s Clinical Partnership Managers, were on-site connecting with organizations and exploring new ways to make counselling and support services work in increasingly constrained environments, while still meeting rising expectations around accountability and results.

Simon Weisz, Greenspace's President & Co-Founder, sparked conversations with the session, “Measurement-Based Care: The What, the Why, and the Impact.” The discussion reinforced that collecting data alone isn’t enough; what matters is how it’s used to inform care, improve quality, and show meaningful progress.

Grateful to connect with so many organizations actively working toward more measurable, responsive, and impactful care, and excited to continue the conversation.

Rather than letting data sit in the background, she highlights how it can be actively used to guide conversations, inform decisions, and adapt care in real time.

It's a shift from measurement as a task, to measurement as a tool for better, more responsive care.

The initiative now has over 30 Maryland organizations regularly incorporating routine measurement into care, creating consistency in how outcomes are measured, discussed, and used in care state-wide.

The impact is clear:

✔️ 700+ clinicians using MBC in routine care

✔️ 15,000+ clients supported

✔️ 200,000+ assessments completed

✔️ 85% average Therapeutic Alliance

The coordinated implementation reflects Maryland’s commitment toward delivering more responsive, data-informed behavioral health care.
