Gombe Health Ministry, Traditional Council Strengthen Partnership to Advance Universal Health Coverage

Gombe, July 16, 2026 - The Gombe State Ministry of Health, in collaboration with the Gombe State Primary Health Care Development Agency (GSPHCDA), on Thursday held its second quarterly meeting with the Gombe State Traditional Council Committee on Health (GOTCCOH), reaffirming their commitment to achieving Universal Health Coverage (UHC) and improving health outcomes across the state.

The meeting, held at Travel View Hotel, GRA, Gombe, brought together first-class emirs, senior government officials, development partners, and other key stakeholders to review progress made in the health sector and strengthen collaboration between government and traditional institutions.

Speaking at the meeting, the Permanent Secretary of the Ministry of Health, Idris Yanbiyu Buba, commended the commitment of traditional rulers in promoting healthcare initiatives within their communities. He described the traditional institution as a critical partner in advancing public health and assured participants of the government's continued support for collaborative efforts aimed at improving healthcare delivery.

The meeting began with a review of action points from the first-quarter session, followed by goodwill messages from representatives of the National Primary Health Care Development Agency (NPHCDA), UNICEF, the World Health Organization (WHO), and the CHIGARI Foundation. The development partners applauded the state's efforts and the commitment of stakeholders toward achieving better health outcomes.

Presentations during the meeting covered key public health issues, including a review of previous resolutions by the Director of Community and Family Health, Dr. Maryam Abubakar, and feedback on the Supplementary Immunization Activities presented by the State Immunization Officer, Abdulkarim Aliyu.

The State Epidemiologist, Dr. Nuhu Bile, provided updates on disease surveillance and outbreak response activities, while the State Monitoring and Evaluation Officer of GSPHCDA presented the first and second quarter 2026 RMNCH performance scorecard, updates on Maternal, Newborn and Child Health (MNCH) Week, and ongoing interventions aimed at controlling disease outbreaks across the state.

The Executive Secretary of the Gombe State Primary Health Care Development Agency is leading a five-day Integrated Supportive Supervision (ISS) exercise across Primary Health Care and secondary facilities in all 114 wards of Gombe State.

This quarterly routine activity is designed to strengthen administrative compliance, improve service delivery, assess the availability of essential medicines and commodities, evaluate the functionality of basic equipment, monitor the condition of health facility infrastructure and environment, and enhance the knowledge and skills of healthcare providers.

As part of the supervision exercise, the Executive Secretary, also extended the visit to the State Cold Chain Store to ensure compliance with cold chain standards and operational guidelines.

Gómbe Deputy Governor Assures Renewed Action on Stronger Primary Healthcare
.....As Taskforce on PHC Reviews 2nd Quarter Performance.

The Gombe State Taskforce on Primary Health Care,Chaired by the Deputy Governor, Manassah Daniel Jatau Ph.D,has on Tuesday 14th July, 2026,has held its second quarterly meeting to review progress, assess challenges, and strengthen primary healthcare delivery across the state.

The meeting which took place at the Conference Hall of the Deputy Governor's Office, brought together representatives of line ministries, departments and agencies, local government Chairman, PHC
Coordinators and
Programme Officers,Heads of Security Agencies, Traditional and Religious leaders, as well as development partners.

Addressing participants, the Deputy Governor stressed that healthcare is too important to be left to the health sector alone, calling for stronger collaboration among all stakeholders to effectively address the health needs of the people.

He commended the State Primary Health Care Development Agency for its comprehensive report, but expressed concern over the shortage of healthcare workers at primary health facilities across the state's 11 local government areas.

The Deputy Governor described the staffing gap as a nationwide challenge, noting that the Federal Government had advised states to either re-engage capable retired nurses and midwives or expand admissions into colleges of nursing and pointed out that Gombe State had chosen to increase student intake to build a sustainable workforce.

Dr. Jatau reaffirmed the administration's commitment to addressing the manpower deficit and disclosed that plans were underway to recruit workers in critical sectors.

He, however, attributed some of the challenges facing primary healthcare to weak leadership at some PHCs and local government levels, urging those responsible to be more proactive in ensuring quality healthcare delivery.

In his remarks, the Permanent Secretary, Ministry of Health,Buba Yambiyu, mni, described the review meeting as vital to improving the state's healthcare system and reaffirmed the ministry's commitment to enhancing service delivery.

Presenting updates on the PHC Leadership Challenge Award and Human Resources for Health, the Executive Secretary of the Gombe State Primary Health Care Development Agency, Dr. Abdulrahman Shu'aibu, said the leadership challenge was designed to improve primary healthcare outcomes through four key pillars which include governance, financing, sustainability and quality healthcare.

He disclosed that Gombe scored second position behind Yobe State in both the 2024 and 2025 editions of the challenge, earning 400,000 US dollars on each occasion.

He attributed the state's second-place finish to gaps in funding, community engagement and other performance indicators but expressed optimism that with stronger commitment, Gombe would emerge first in the 2026 competition.

On human resources, Dr. Shu'aibu highlighted the shortage of personnel across primary healthcare facilities and appealed for the absorption of GAVI-supported staff into the state workforce to prevent their loss to other employers during recruitment exercises.

Speaking on behalf of the 11 local government Chairmen, the State ALGON Chairman, Professor Abdullahi Bappah Garkuwa, pledged the councils' continued collaboration with the Primary Health Care Development Agency to improve healthcare services at the grassroots.

In separate goodwill messages, the State Coordinator of the National Primary Health Care Development Agency and representatives of development partners, including the World Health Organisation (WHO) and the Cigari Foundation, commended the progress recorded during the quarter and reaffirmed their commitment to supporting the state in achieving better health outcomes.

The meeting also featured presentations on the implementation of action points from the previous meeting, the state's 2026 Malaria Control Implementation Plan, and Primary Health Care Key Performance Indicators where Presenters highlighted improvements recorded across the local government areas and outlined strategies for sustaining progress in healthcare delivery.

Gombe, HCM Foundation: Conduct Entry Visits for Shift-Based Patient Counting Implementation in Blg and Akko LGAs

The Gombe SPHCDA in collaboration with the Hope Compassion & Mercy (HCM) Foundation, conducted entry visits to Balanga and Akko LGAs to commence the implementation of the Shift-Based Patient Counting (SBC) initiative. The visits followed a recent Training of Trainers (ToT) for representatives from the two LGAs to support the rollout across selected PHC facilities.

The SBC initiative aims to strengthen daily documentation, reporting, and validation of health service delivery data, generating reliable information for evidence-based planning, resource allocation, and improved PHC performance.

During the visits, HCM Foundation Programme Manager, Joy Ikott, and Project Officer, Jerry Anjugu, emphasized that the initiative would improve routine documentation, enhance data quality and timeliness, and support better planning and decision-making at the LGA level.

The meetings, attended by GSPHCDA officials, LGA PHC Coordinators, programme officers, and focal persons, focused on preparations for implementation, including planned training for Health Facility Officers-in-Charge and Medical Records Officers.

The discussions, coordinated by the Agency's Department of Planning, Research and Statistics, highlighted the importance of quality documentation and effective use of routine health data.

The Primary Healthcare Coordinators of Balanga and Akko LGAs welcomed the initiative and pledged their support, expressing confidence that stronger routine data systems would improve planning and health service delivery across Gombe State.

Empowering Communities Through Trusted Voices

MSI Nigeria Reproductive Choices has successfully trained 30 tea vendors and their spouses in Gombe State to serve as community advocates for Child Spacing.

The two-day training equipped participants with accurate Sexual and Reproductive Health (SRH) knowledge, effective communication skills, and referral pathways to quality family planning services. Participants also received business management training and livelihood support through starter kits worth ₦200,000 to strengthen their businesses.

The initiative, implemented in collaboration with the Gombe State Government under the CIFF Challenge Grant Project, recognises tea vendors as trusted community influencers who interact with large numbers of people daily. By engaging them and their spouses, MSI is expanding access to reliable information, addressing misconceptions, and promoting informed reproductive health choices across communities.

The Federal Ministry of Health and the Gombe State Ministry of Health, in collaboration with Abbott, the National AIDS, Viral Hepatitis and STIs Control Program, and Trinity Healthcare Foundation, held a one-day stakeholders’ meeting on Triple Elimination.

The meeting focused on strengthening investment, innovation, and collaboration to eliminate HIV, Viral Hepatitis, and Syphilis in Gombe State.
In his opening remarks, the Permanent Secretary of the State Ministry of Health, Idris Yanbiyu Buba, welcomed participants and emphasized the need for stronger partnerships among government agencies, development partners, healthcare professionals, and civil society organizations to combat these diseases.

The Executive Secretary of the Gombe State Primary Healthcare Development Agency (GSPHCDA), Dr. Abdulrahaman Shuai'bu, highlighted progress in HIV prevention and treatment. He outlined plans to achieve triple elimination through integrated screening in antenatal care, healthcare worker training, expanded access to testing and treatment, strengthened referral systems, community outreach, and improved monitoring through SASCP.
