Pennsylvania consumers and small employers: the Pennsylvania Insurance Department finalized 2027 ACA rates on September 18, 2026. The new rates take effect January 1, 2027.
Individual market: approved average increase of 15.97%, down from the 17.14% insurers requested.
Small group market: approved average increase of 10.28%, down from the 11.49% requested.
PID also denied $94.7 million in unjustified premium increases.
Three carriers were approved for increases higher than requested:
Health Partners Plans Inc.: 18.3% approved vs. 15.9% requested
Keystone Health Plan East: 16.0% approved vs. 14.7% requested
QCC Insurance Company: 21.3% approved vs. 19.9% requested
