Those covered by New York’s Essential Plan with incomes between 200 percent and 250 percent of the federal poverty level lost that coverage on July 1, 2026. The loss was the result of changes New York State made to its Essential Plan in response to regulations outlined in last year’s tax reform bill, H.R. 1. Of the estimated 450,000 New Yorkers affected, about 47,000 individuals in the Hudson Valley region and 63,000 individuals on Long Island lost coverage. New York has a Special Enrollment Period (SEP) in place that ends August 30, 2026, for coverage retroactive to July 1.
