Protecting HIV prevention means protecting Delaware's future.

Delaware has taken an important step forward by strengthening insurance coverage for PrEP and PEP, two powerful tools that can prevent HIV.

But as this recent Delaware Public Media report highlights, progress is happening alongside troubling challenges: shrinking treatment resources, tighter eligibility for assistance, and 119 new HIV diagnoses in Delaware last year.

At the Delaware HIV Consortium, we believe access to prevention should never depend on someone's ability to pay. And protecting access to medication must go hand in hand with investing in education, outreach, testing, and navigation services that connect people to care.

We have the science to prevent new HIV infections. Now we must ensure our communities have the resources to benefit from it.

The science has changed. Stigma should too.
In 1983, Delaware confirmed its first AIDS case. What followed were years marked by fear, misinformation, limited treatment options, and profound loss.
Today, HIV is a treatable chronic condition. Effective treatment allows people with HIV to live long, healthy lives. And we now know something that once seemed unimaginable: a person living with HIV who maintains an undetectable viral load has zero risk of sexually transmitting HIV.
More than four decades of science have transformed HIV. But stigma has not disappeared at the same pace.
At the Delaware HIV Consortium, we honor the history and the lives behind it by continuing to educate, challenge misinformation, expand access to prevention and care, and remind our community:
HIV has changed. Our understanding should too.

Understanding your healthcare should never be another barrier to receiving it.
This Health Literacy Month, we’re reminded that 61% of Delawareans report needing help reading healthcare materials.
For people living with HIV, navigating healthcare can be especially complex. Medications, lab results, insurance, appointments, specialty care, and changing medical information can quickly become overwhelming.
At the Delaware HIV Consortium, we believe good healthcare means more than providing information. It means making sure people can understand it, ask questions, and use it to make informed decisions about their health.
Clear communication is not an extra. It is part of good care.
This month, we encourage healthcare and community organizations to use plain language, communicate in people’s preferred languages, and create space for questions.

The AIDS Walk gives us a moment each year to reflect on how far we have come and on what it takes for people living with HIV to live long, healthy lives.

Today, effective HIV treatment means people can achieve viral suppression, protect their health, and, when they maintain an undetectable viral load, not sexually transmit HIV. But those outcomes depend on something fundamental: access.

Health insurance is a critical part of that access, helping people stay connected to providers, medications, laboratory monitoring, mental health services, and the broader care they need to thrive.

That is why the presence and continued support of Delaware Insurance Commissioner Trinidad Navarro at AIDS Walk Delaware was so meaningful to us. His support is a reminder that ending HIV requires partnership across healthcare, insurance, public health, and our communities.

Forty years after the first AIDS Walk Delaware, our work is about more than surviving HIV. It is about ensuring that every person living with HIV has the opportunity to **live well, remain in care, and thrive.

Thank you, Commissioner Navarro, for walking with our community and continuing to stand with us.
