Buying for a Texas public university or state agency? Your cloud vendors need TX-RAMP certification.

3Play Media is now TX-RAMP Level 1 certified.

TX-RAMP is the Texas security standard for cloud vendors. Under state law, agencies, including public universities, can only contract for certified cloud services.

For our Texas customers, this means:

âś” Faster procurement, with no lengthy one-off security reviews
âś” Captioning, audio description, subtitling, and dubbing with a state security review already done
âś” A public DIR listing that your team can check for itself

TX-RAMP joins our SOC 2 Type 2 report and HECVAT in our Trust Center—linked in the comments!

Tomorrow, Ruben Mota of UW-Madison shares how his team won a multimillion-dollar commitment to full video accessibility.

You’ll hear how they priced full compliance, why they made the case about students, and why ASR alone wasn’t enough.

Streaming platforms used to compete on catalog size. Now they compete on reach.

Our VP of Product Growth, Erik Ducker, told TVBEurope that a platform can only compete with the titles it has localized. AI now makes it affordable to dub an entire library, not just the biggest titles. Human experts still review the work to make sure it’s right.

But captions, subtitles, dubs, and audio description are becoming table stakes. They get a platform into a market, but they won’t keep viewers there.

The next fight is retention, and that comes down to discoverability and user experience.

Most campus accessibility budgets are built to do the bare minimum and avoid risk.

UW-Madison took a different path.

Their team mapped out what full video accessibility actually requires, put a real number on it, and made the case to leadership that it was the right move for students. Not just a way to stay out of trouble.

This resulted in an institution-wide, multimillion-dollar commitment that runs on automated workflows, so faculty and staff aren’t stuck carrying the load.

On October 29, Ruben Mota, ADA Coordinator at UW-Madison, joins us to share how they did it:

→ How they defined full compliance and figured out the cost
→ Why they framed the ask around student outcomes
→ Why they decided early that ASR alone wouldn’t meet the standard
→ A framework you can use to make the same case at your school

Captioning millions of minutes of video doesn't have to mean paying for human review on every file.

The University of Florida needed every video to meet a dependable accuracy baseline ahead of ADA Title II, without blowing the budget.

So they used Pulse to score every ASR caption file. Files that clear the bar get published. Files that don't go to human review.

The results:
- 100% of high-risk content flagged for review
- 33% of files met the threshold with ASR alone
- $30,000+ in predicted savings within 50 days

Human review goes where it matters, and the budget goes further.

Ask most universities how accurate the captions across their whole video library are, and you'll hear a guess.

Ask about audio description coverage, and usually nobody knows.

A campus library can hold millions of minutes of video spread across departments, platforms and years of uploads. Nobody can review all of it by hand, and no budget pays for human remediation on every file.

So most institutions fall back on one of two approaches:

1) Turn on AI captions everywhere and ask faculty to clean them up. Nobody can confirm whether the result is compliant.

2) Go with a vendor that offers bundles with "unlimited" AI. The AI is unlimited, but human review (where accuracy truly comes from) is still capped. And nothing tells you which files need those hours most.

There's a third approach: measure first, then spend.

Pulse connects to your video platform and scores every video for caption accuracy and audio description need. You set the thresholds. Files below them go to the level of human review you choose. New uploads get scanned and scored automatically.

The University of Florida's Brian Smith put it this way: "It isn't just a caption quality tool, it's a budget strategy."

ADA Title II made this urgent. Even without the deadline, knowing where your gaps are is the only way to make your budget cover more.

IBC2026 is in the books!

Throughout this past weekend, one point came up repeatedly: not every video needs the same dubbing approach.

Content type, distribution strategy, budget, and audience all change what the right fit looks like — and localization technology is advancing fast enough to support it all.

Huge thanks to our amazing team in Amsterdam for the booth, the demo, and the deep product expertise behind both!
