Thank you to everyone who participated in the Arizona Assisted Living Provider Survey!

In just THREE WEEKS, we received an overwhelming response from Arizona's assisted living community — 104 responses representing an estimated 300+ assisted living homes and facilities across Arizona.

Your feedback highlighted several important priorities:

🔹 Greater consistency in the interpretation and enforcement of regulations
🔹 Reduced documentation and administrative burdens so providers can focus more on resident care
🔹 Clearer regulatory guidance and practical training requirements
🔹 Stronger communication and collaboration between providers and AZDHS

One of the strongest messages was clear: providers are not asking for fewer regulations. They are asking for regulations that are fair, transparent, clearly communicated, and consistently applied.

Arizona Assisted Living Owners & Operators — we need your voice NOW.

SB 1041 (regarding WiFi cameras in the bedrooms) could be brought to a Senate vote at any moment. If passed, it goes directly to Governor Katie Hobbs.

This bill could harm small assisted living homes by increasing costs, worsening caregiver shortages, creating privacy concerns, and putting small providers at risk of closure.

🚨 PUBLIC POLICY UPDATES 🚨

Big wins for Arizona assisted living homes and resident rights!

✅ SB 1473 Signed Into Law
The Governor has signed AALHA’s SB 1473 bill, preventing towns from overriding the state’s 10-resident allowance for assisted living homes.

What this means:
✔ Existing 10-bed assisted living homes are protected
✔ Homes will not be forced into “non-conforming” or grandfathered status
✔ Protects business property values and future licensing opportunities
✔ Safeguards housing rights for disabled elderly residents across Arizona

This is a major victory for assisted living providers statewide.

✅ SB 1247 Also Signed Into Law
This new law allows another person to live with a resident in a center or home — and it is not limited to spouses.

AALHA worked to ensure this law applies equally to assisted living homes, not just centers.

Earlier this year, the Town of Paradise Valley reduced assisted living home occupancy from 10 beds to 6 beds after months of hearings.
If this spreads to other cities, it could seriously impact:
• seniors needing care
• small assisted living homes
• jobs and local communities
That’s why AALHA helped create SB1473 — a bill to protect the 10-bed standard across Arizona.
Passed Senate Committee on February 11
Passed House Committee unanimously on March 18
