In many past threat situations, one word continues to come up: chaos

A lack of clear communication and direction often leaves people making decisions without the information they need. In one instance, a fire alarm triggered during an active threat caused occupants to move toward the nearest exit, unaware they were heading directly toward danger.

This is the gap.

Evacuation today is still largely static, while threats are dynamic.
