California Behavioral Health Association

California Behavioral Health Association A statewide non-profit association that supports and promotes behavioral health agencies through legislative advocacy.

Since its inception in 1985, CBHA has endeavored to provide agency executives with the support, assistance and camaraderie that can help make a difference in the often-difficult task of running a nonprofit mental health agency. In 1999, CBHA was instrumental in the design and implementation of a pioneering, three-county program that served homeless people, parolees and probationers with serious me

ntal illness. Using aggressive outreach and a whatever-it-takes-approach to match services to client needs, these programs achieved significant clinical outcomes for those served and saved millions of dollars by reducing hospitalization and incarceration costs. The passage of Proposition 63, the Mental Health Services Act, in 2004 was CBHA's proudest moment.

Today, CBHA’s CEO, Dr. Clark Harvey, proudly testified in support of our sponsored bill SB 903 before the Assembly B&P Committee, advocating for responsible guardrails that protect Californians while allowing innovation to thrive. 📢

As AI continues to evolve, it can be a powerful tool to support behavioral health providers, reduce administrative burden, and improve care coordination. However, AI must never misrepresent itself as a licensed mental health professional or substitute for clinical care.

Thank you to Committee Chair and Members for your attention to this important issue. 👏

✅ Today is Election Day and communities across California have an opportunity to make their voices heard. ✅

At , we believe that informed communities create stronger communities. That is why we have invested in voter education efforts, including candidate forums and ballot measure discussions, to help Californians make informed decisions about issues that impact behavioral health and community wellbeing. 📢

Today, we encourage everyone to honor the generations of advocates and organizers who fought to expand access to the ballot box by exercising their right to vote. 👏

Together, we can help build healthier, stronger, and more connected communities. 📢

CBHA was actively engaged at the State Capitol this week, advocating on key budget and policy issues impacting behavioral health providers and the communities they serve. 🏛️👏

CBHA voiced concerns over proposals that would reduce funding for innovation and behavioral health advocacy efforts, reinstate Medi-Cal asset limits, reduce community supports and IHSS funding, and scale back coverage and affordability for immigrant populations.

At the same time, we expressed support for investments in population-based prevention, the California Reducing Disparities Project (CRDP), gender affirming care, immigrant legal services, and programs that help Californians maintain affordable health coverage. 🗣

CBHA remains committed to amplifying the provider perspective and advancing policies that protect access, strengthen communities, and promote equitable behavioral health care across California. 📢

This May, we recognize SCR 175 declaring Behavioral Health Awareness Month in California, presented by Senator Weber Pierson. This resolution is a powerful acknowledgement that behavioral health includes both mental health and substance use disorders, and that these challenges impact Californians of every age, background, and community.

CBHA thanks Senator Akilah Weber Pierson, M.D. for her leadership, advocacy, and continued commitment to advancing behavioral health awareness and reducing stigma across California. Together, we can continue building a system where every Californian feels empowered to seek support without fear or shame. 💚
